Sort of right. They would forget each other, but they would also forget anything that would help them remember they know each other. With Hetalia characters admittedly it's going to be difficult to make it work.

Basically, anything where they would be able to go 'hey we both know x/have y in common so there's no way we don't know each other' is going to have to be worked around somehow.
